Introduction: under the influence of artificial intelligence and other digital technologies trends, “input” political system inevitably receives from environment impulses producing variable uncertain consequences radically transforming as a whole or its individual subsystems functions. The discourse modern knowledge does not seem to give due consideration science understanding phenomenon politics administration in context transformation.
